On Tuesday January 6th, 2026 the FCC issued an order to extend the waiver relating to the ‘revoke-all’ consent rule. The order extends the effective date for the revoke-all consent requirement to January 31st, 2027. While the waiver extension does not provide clarity on any changes to the rule after the effective date, the extension provides organizations with some near-term relief around how to handle the requirements which were due to come into effect on April 11th, 2026 but were subject to proposed rulemaking.
Updates to consent revocation requirements for automated calls and messages were first announced in the spring of 2024, and parts of the rule came into effect in April 2025, while others were delayed in response to input to the FCC from the financial and healthcare industries. In October 2025, the FCC opened a comment period for a Further Notice of Proposed Rulemaking around a range of TCPA related items which included the revoke-all consent rule. The waiver extension issued on January 6th, 2026th was in direct response to the comments received, with the FCC needing time to review the record of comments and to avoid imposing unnecessary compliance costs on affected parties.
Multiple parties commented they would face significant hardship and resource burdens through designing and implementing systems to comply with the rule. While the order does not suggest any future direction the FCC will take, there is considerable weight across industries suggesting the revoke all rule be modified or eliminated entirely.
